App Notes : not see pencil for draw

I use Notes App always writing text with keyboard, but I want try the pencil, and I touch the symbol to draw, but iOS9 don´t do anything...

appears the wheel like thinking or downloading something, but i CAN´T draw

That doesn't seem right. Try seeing if the rotate button at the right brings up the tools.

The only time I see the wheel is when I undo the last thing I did.

How can I configure the app? Is necesary restore??
