After updating to 9.1, apps on my phone ask for permissions again (eg asking for access to the camera on Snapchat). Is this supposed to happen? I didn't sign in to iCloud upon the "Hello" startup screen, but I'm not sure if this has anything to do with it. My iCloud account is logged in upon opening the phone anyway.
