app refund issue

I tried to get a refund for an app i purchased accidentally I email apple and they told my app is not eligible for a refund i called apple and they told me they locked the refund futuer on my account what can i do.In the past i did some refund on apps i did not have a problem

Sounds like you might have perhaps gotten too many refunds in the past, which isn't something that's normally done and Apple disabled that so that you don't overuse that feature that's more of an exception than a rule.
