There’s a app called ToTok which was available before on App Store & now it’s been removed,

Is there’s any way I can restore if I do factory resets or DFU?

Not necessarily true-
You can go into your purchase history and scroll down the list. Many apps that no longer are currently available in the App Store that you downloaded or previously purchased can be downloaded again from there - if the developer chooses to allow it. Some old apps will be there, others won't

There's a difference between an app that has been removed by Apple and an app that is not available because the developer removed it from the store. My guess is this particular app would not be available for redownload.
