App Store and iCloud question

Hello MacRumors Forums.
I have a type of strange question about the App Store and iCloud.
So, when I try to download an app from the App Store, and they say that I do not have enough space to download this app, is it stored in my iCloud so that I can download that app that I tried to download later?

Yup.

I ran out of space a few times and I left the icons in the pending state.

When I had enough space, I just tapped the icon to start it again and it downloads.

I think it's linked to your iTunes account the moment you buy it.

Not necessarily iCloud but the App Store keeps track of your purchases.
