Say for instance my iPhone's memory fills up and I want to use another app, so I delete one or two old apps on my phone. Will I be able to redownload them free of charge if I later want to use them again since I paid for them? Has this information been released yet?

They'll be store in your iTunes just like your music. You can sync them back to the iPhone whenever.
 
I'm expecting the vast majority of apps to be under 10MB so this problem should be rare. You could just un-sync a few songs to make up the difference and keep your apps.
