This may not be available until ios 5, but is it possible if i downloaded pages on my ipad, to download it on my iphone without paying again? My iphone is on 4.2.8 and ipad is on 3.2.2.

Apple introduced this new feature on both iPhone and iPad and even iTunes. On the first two, go to the app store and on the "update" tab you will see an option called "purchased", click it and voilá! On iTunes, it's on the right side of the main page
A quick look at the app store shows Pages requires iOS 4.2.8 and you can download to all Your idevices... So you need to update your iPads iOS.
