App Store - how to sync and recognize purchased apps

I just got my 5S today and I noticed that when I try to find apps that I've already paid for on my other phone, it doesn't show the little cloud symbol and it it lists its price instead of just saying download. So I don't want to click on it and pay for it again. How can I sync the app store so that it knows I paid for things already?

Are you using the same account as on the other device?

Are you logged into iCloud?

I got it to work but I had to log out of my account in the settings app and then re-log my account when trying to get an app. Seems a bit silly to me but it worked.
