iPhone App Store issues

I have issues with the App Store. The uppdates will not updating. If I choose "Update all" then I see a blue ring on all the updates but nothing happens.

After a while, the blue rings will go back to status "Update" again. I using iPhone 7 Plus on iOS 13 PB 2.

Anyone seeing this too?

It’s been happening since the first PB. It’s very annoying. I’d never seen that before 13.
