App Store or Cydia app? Name?

Hi, I was wondering if anyone knew what this was.
I'm assuming it's in Cydia but there's a million weather related things in there and I don't know which one. (But then again maybe it is in the App Store...)

Was hoping someone had an idea of that that lockscreen app/mod was.. I like it's simplicity.. if anyone knows, let me know..thanks
