App Store Really Shows ALL Apps One Ever Installed ?

Under a given account of course - Does it really ? all apps either paid or free ?
I seem to miss one (Paid) but I can't quite remember the exact name

Edit: the answer is No, I searched email for purchase history and already found 2 paid apps not shown in the App Store "Purchased" list.

If Apple removed the app due to a violation, it won't appear under Purchased. The same goes for hidden apps. LOTS of developers have been booted for buying downloads.

However, if a developer discontinues their Apple Developer membership, the apps will still be there.
