App Store shutting down?

From the Appshopper home page, there's a front-page story that says:

Apple will be closing down the App Store for the holidays soon and app developers are clearly working hard to push out updates and new apps before then.

Does this mean that basically Apple won't be taking submissions from developers over the holidays, but users can still download and/or purchase apps?
 
Indeed, there will be no updates or new apps on holidays, but we'll be able to purchase and install existing products.
