This maybe a duplicate but sometimes when there's an App Store update the app that is being updated moves to the top of the updated list (if it's already there from a previous update) but doesn't let you update for a while only saying open rather than update. Anyone else getting this ?

Try 'Reset All Settings'. Sometimes fixes things like this.
 
Sometimes it's just the App Store (and its many servers) being updated in a somewhat sporadic fashion over some time. Often waiting a bit, sometimes even a few hours if not a day or so, will get the actual update to come through (sometimes you might need to close the App Store and launch it anew again).

This. Usually force closing the App Store app, and reopening it works for me 99% of the time.
