I am wanting an app that allows me to highlight text in a PDF, and then bookmarks all of the highland areas and shows them in list form were the user can flip through all the highlighted portions.

Does this exist? It looks like Adobe’s PDF app does not bookmark all of the highland portions.
 
iAnnotate PDF includes an Annotations section which lists all the annotations you make in a document. You can also add comments to your bookmarks in iAnnotate and easily locate them in the side panel. iAnnotate can also compile/export annotations into an email. You can email or export the entire document with the annotations — flattened and unmodifiable, or send it un-flattened for viewing and editing in desktop PDF readers like Preview or Adobe Reader.
