My cousin just bought an iPhone (I have no clue why she needs one though). She had a stroke about a decade ago and lost much (but not all) of her ability to read and write. Her old phone had a function in which had an option to read aloud any text messages she received. So my question with the iPhone is...is there an app for that?

I don't think so. She can turn on the speak abilities that are in iOS 5. To turn them on, go under Settings>General>Accessibility>Speak Selection and turn it on. You can also change the speed there. Then just tap on a text bubble as if to copy it and click "Speak" in the popup menu. The iDevice will then speak the selected text in the default iOS voice.

Just got it. Press and hold on the bubble you want it to read, then you have two options: copy or speak.
