Hello,

For a presentation, I'd like to find software to convert text into spoken karaoke.
Not just generate audio, but also watch the spoken text scroll by highlighting what's being spoken, like a teleprompter.

Does anyone know of any software that does this?

Yes, a speaking teleprompter. Like macOS / Windows do it by read-aloud on screen, but being recorded as a video.
The language should be any language installed, is that relevant?
 
Give a try Balabolka or TTSReader both support text-to-speech with real-time highlighting of spoken words, like karaoke.

So a scrolling teleprompter that reads aloud the scrolled words in multiple languages and creates a recording, saving to mp4 ( or some other video source )? You would type the text or copy paste it into a text area and have it produce a video of it speaking in any language with the words being displayed karaoke style.

A karaoke producer that also sings/speaks the words and outputs the production into a video (mp4).
Something like the following that also speaks the words.
