App to make custom flash animations (like Xara on PC)

A colleague at work showed me Xara on the PC and I thought it was excellent software.

Is there something like this for the mac? I need to be able to hand draw (with a mouse) simple diagrams and have little animations (such as clouds forming from droplets etc).

Does anyone have any tips?
