App to slow down CD/DVD Speed?

Hi, is there a stand alone app to do this? My Pioneer DVR 118L is a hoover.

I have a lot of cds to archive and it's very annoying. I've also been told Nero has a program to do this but I don't want to get Nero just to have this function.
