iPhone App Updates since IOS 13

Since updating to IOS 13, I have noticed when I receive a new update for certain apps after I update it the app actually doesn't update to the new version I have to keep refreshing the page numerous times to get the latest update, I have attached a picture of what I mean, today is the 17/06, and the tik Tok update is saying the 09/96, I had to keep refreshing it numerous times for it to finally update today's release, it happens numerous times with other apps as well

Yup, also having this problem.
