Is there a way to update apps on the touch without a wifi network? Can I plug it into the computer directly and update via iTunes through Ethernet cable?

Yes you can go onto the Apps section in iTunes and there should be a big button to "Update Apps" than when you sync next it should update the apps. No need for complicated steps like the other poster suggested.
 
I am very hard to find your solution,Finally I found out the solution in the online.I hope this helps you.These are steps to follow:


1)Before you Update SplashID on the iPhone, please make sure you have backed up your SplashID records on the Desktop (File->Backup. Save the .vID file in the Backup folder). You may also wish to sync your handheld with iTunes to back it up.
2)SplashID on your iPhone or iPod touch will be updated from version 4.x to version 5.0.
3)Update can be performed either directly on the iPhone/iPod touch, or using iTunes on the desktop.
4)Both methods of update should normally work, but it is easier to update directly on the iPhone/iPod touch. Again, do NOT remove or delete the old version of SplashID, as this will erase any data you have entered. Just install the update over the existing installation of SplashID
5)To update on iPhone/iPod touch:
Tap on App Store Icon -> Tap on Updates Tab (Bottom-Right) -> Tap on the SplashID application update
6)If for some reason, update on the iPhone does not work for you, here are the steps to update using iTunes on Desktop:
7)In the menu bar, Select Store -> Check for Purchases. SplashID update will show up inside Downloads. Ensure you have SplashID selected under Applications tab, and perform sync.
8)Once you have updated, open SplashID on iPhone/iPod touch. Verify the download is successful by looking for "SplashID 5.0" in the opening screen or in the About screen.
9)You must update your desktop version of SplashID as well. Download the SplashID for iPhone Desktop updates for Windows and Mac. Once again, verify that you have successfully updated by looking for SplashID 5.x in the About dialog.

What the hell is SplashID and what the hell does it have to do with updating an iPhone application? Just listen to macingman.

Yeah, just wanted to confirm that this is correct. No need for other complicated stuff - just do it in iTunes.
 
Yeah, in iTunes on the Apps section, just hit update all, then plug in your iPod and sync, and it should transfer over. No need for a wi-fi network. Your computer has to be hooked up to the internet somehow, though.
