App With Tabs Docked to the Side of the Screen?

I can't recall the name of it ... google searches have been futile so far. I just want a row of tabs on the side of the screen that I can launch apps, organize files, bookmarks, things like that.

Is that even possible? Possible alternatives?

I think DragThing is what you are looking for. The first shot doesn't show it, but you can have tabs that hang off the end of the screen.
