I have previously installed all the 3.0 pre-releases onto my old 1st gen iPod touch and today I was just trying to restore my iPod when I hit restore, the public release of 3.0 started downloading for free!

Am I right in presuming developers get free updates or is this a small error on Apple's part?

Doesn't really matter either way, just was expecting to have to pay for the update
 
I wouldn't call it an "error," more like Apple isn't very serious about collecting money for the Touch updates. In the massive confusion with the 2.0 update, many people, including myself, got the 2.0 update for free, and were never asked to pay for it. They've obviously never bothered to close the loopholes that allows people to get free Touch updates, so basically, if you somehow manage to install 3.0 once, you are never asked to pay for it again.
