At one point, some songs in the iTunes store were lower bitrate and had DRM, while others were higher bitrate and had no DRM.

The plus was to differentiate between the two. All of them are higher bitrate with no DRM now.

Now, they probably just leave it there because people would panic if it went away.

ok, i know this is a noob question but what is the + symbol in the app store mean

The + sign means that the app has an iPhone build and also an iPad build. Meaning that the app will look different on both devices:
