Apple/ATT Store iphone setup cost???

I was just looking at an ad for BEST BUY that showed the iphone setup(email, porting your old number etc.)from the Geek Squad was $29.99. Isn't this option free from an Apple/ATT Store?

stting up the phone is always free. Email setups are a service, but in my ad they are free so I dont know what you are seeing. they cant charge for a port... thats a FCC no no
