Apple Books - can't sign in to Bookstore

Hi everyone.

I have a Mac Pro 5.1 running 10.14 Mojave, with all latest updates. For some reason, I cannot sign in to the Bookstore, no matter what i try. I have definitely not disabled the Bookstore in the parental preferences (I've checked many times). I have tried deleting preferences, tried zapping PRAM, tried restarting with shift key pressed, but nothing works. I only have one Apple ID, and I can sign in on my iPad and Macbook Air without issue.

Any help most appreciated.
