Apple Buy-back program for DOA 2011 Macbook Air?

Hi all

I have a 2011 Macbook Air and does not start up properly anymore. Does Apply buy back these type of laptops and deletes data? How much could I possibly get for this? No box, just the laptop + charger.

No they don't. It'd really not worth much since it's a 2011 and doesn't work. You may want to take it to an independent Apple repair shop and see if they are interested in repairing and reselling it.
