Apparently don't get the 3% back on purchase when using it. Only for the tax.
The first installment was applied on October 31, since the phone started the shipping process, and it didn't show any 3% back on the installment in the Wallet app.

I guess that is $36 I'm unexpectedly out by not just charging the phone in full.

I got my 3% back immediately when I purchased on the installment plan

Thanks. I didn't see the 3% next to any transaction so I assumed not applied. But tracking down through the app, the $40 balance doesn't make sense unless it was immediately applied. That $40 almost pays for 1 installment.
