Can I still purchase apple care if my phone is 3 weeks old? Nothing wrong with it currently, just don't feel confident the it will be durable long term.

Yes, you can still buy it. You may want to look into SquareTrade instead though (do a search in this forum). It's cheaper and gives you more coverage over a longer period of time (covers accidents too - dropping, etc.).
 
You are eligible for AppleCare 12 months after you purchased the Apple Product. You currently have 12 months of limited warranty via AppleCare, and buying AppleCare for the 3G iPhone gives you 12 additional months of warranty.
 
I wouldnt buy applecare for the iphone unless you plan to hold onto it for more than a year.

Chances are a new iteration will be available in a year as your existing warranty is close to expiration.

At that point let the new owner deal
