Basically I got a ACD 20" model: A1081 for free.

They were going to dispose of it at work, I asked them what the problem of the monitor is and they said it has a power issue. I asked if I could take the monitor hoping that it would be an easy fix.

I brought it home and realized there is no power brick, luckily I was able to borrow my cousins power brick. I plug the monitor in, to just the power, but nothing happens, the power light doesn't even come on. I was wondering if the power light comes on if the monitor has no video signal? Also, is this a common issue with these monitors?

Take it to your cousin's place and plug it into a computer. My 20" ACD power light doesn't come on except when I press the button on the side of the monitor (which is effectively a power button for the computer, not just the monitor). By the way, although very dated, these monitors are still quite nice when compared to current similar displays. For what it's worth, though, the power bricks are getting more expensive and harder to come by.
