This might not be a new issue, but it's been evident to me since updating to watchOS 9: even the stock Apple complications such as analog time are not updating frequently enough.

I'm used to an analog time complication within the Infograph modular watchface. But it's lagging behind up to 7-8 minutes on my Series 7. It's updating as soon as i activate the watch, but I'd actually like to see the correct time also when the AoD is in standby. It's a WATCH anyway...

This was an issue back when I bought the series 6. I returned it because the clock wouldn’t update with the correct time. I was looking through the forums debating whether to try the series 8 because someone said this was fixed. I guess it wasn’t.
