So I have the Apple Dual USB-C Port Charger, it's shipped from Verizon so I'm pretty confident it's not a knock off or something, https://www.amazon.com/Apple-USB-C-Compact-Power-Adapter/dp/B0B3C493HH/

It will charge, only Apple things, i.e. M1 Macbook Air, but it won't charge my Xbox Series X controller, my 10000mAh Mophie Battery Bank.

Are there some weird limitations with this thing?

If I plug them into my Apple single USB-C charger that came with my M1 Macbook air, everything charges fine.

It feels like when I plug my laptop into the dual USB-C charger there's a delay before it actually starts charging, is there some weird Apple handshake going on to limit what can use it?

Probably because your other devices don't have a USB PD (power delivery) chip in them to negotiate the correct charge they need.
Your laptop (or iPhone) does have the PD chip, so it does 'handshake' with the charger's PD chip to request the correct charging voltage and charging current.

Its expected to use a dumb USB-A charger to charge your regular devices, but low voltage USB-C chargers will work. Presumably the MBA charger is simple enough to work.
