apple express checkout question

Question how do i enable express check out feature on apple online store I did research online before I asked the question but the express check out feature won't show up I want to enable so i can get my order in faster for future preorders including the iPhones orders. Did it apple remove it I had that feature show up last year not this year

I've not used it for a couple of months but it worked then. You just need to sign in with your Apple ID that has a debit or credit card associated and I thing you need two step enabled but I'm not 100% on that
