A few days ago I purchased the apple fast charger (29w usb c to lightening cable) from my local apple store. It works perfectly fine with my iPhone X but when I plug it into the wife’s iPhone 7 (I know it will not fast charge this model) it refuses to charge it whatsoever. I’ve also plugged it into my iPad mini 4 and again it won’t charge.

Does this sound right or is there a fault with the charger?

Perhaps you should’ve read the compatibility blurb before purchase

That’s weird, though. Mine charges my Air 2, my AirPods, whatever. It’s just not drawing power at the rate it does for the 12.9 IPP or my 8+. (For what it’s worth, I think it’s only barely worth it for phones at all, but it makes a HUGE difference for the giant iPad.)
 
Works (as a standard charger) with my 6 / 6 Plus and even 5 and iPad Air ¯\_(ツ)_/¯
