Apple ID and iCloud problems

I had to reset my Apple ID password and now I can't sign into iCloud. I go to system preferences, click on iCloud, enter my new password because it asks for it, and nothing happens. That crazy circle just sits there and spins. iCloud on my phone also won't work.

Any ideas on what to do?
