Apple ID locked for security reasons...unable to unlock

I'm getting this message when trying to sign into icloud:

"This Apple ID has been locked for security reasons. You must unlock your account before signing in"

So I unlock my account, set a new password, try to login, but then just get the same message again. Anyone know what is going on here? What about a phone number I can call to talk to tech support? The website wants me to login into icloud first to get help...which I can't.
