Apple ID login just spins.

I have the new Air M1.

initial set up took the Apple ID, however after creating multiple users they are unable to sign into the their Apple ID accounts. Authentication is sent to the phone but when entering the 6 digit code it just spins and goes nowhere.

No issue using Big Sur on 2019 Air.

any suggestions?
