So long story short, my friend owes Apple money, and because she used my Apple ID once, it's disabled. Does changing the Apple ID linked with iCloud change the Apple ID linked with activation lock? Because I need to restore my iPad, but I don't want it to be locked because I can't activate it using my disabled Apple ID

Short answer: No- you're SOL.
Long answer: Possibly, but you are unlikely to get much help here (due to ethics, not ability/knowledge).

Turn off Find My iPhone on the iPad and if you can do it, then you are all set, if not, then there's a problem.

No it doesn't. Because all you would be doing is changing the id name, if you even can on a disabled Apple ID.

The account was most likely disabled for security reasons. Typically you can just change your password and remove that issue. Have you tried that.
