Apple ID - Site down?

I've been trying to update the e-mail address for my Apple ID, but trying to access the site (http://appleid.apple.com) only yields the following error:

The requested application was not found on this server.

Am I the only one experiencing this?

I am unable to log on to https://appleid.apple.com/

I was working on changing my rescue email for my apple id. is the server down, or is it possible that I blocked my self somehow?

When I go to the site it tells me my password is to easy to guess and demands I change my ID password. I am going to wait a week until I try to log onto it again.
