Went into the Apple Store today with my friend who was looking to buy an iPhone 5. All the floor models have iOS 6.1.3, what are her chances of getting an iPhone 5 iOS 6.1.2 or lower?

Why would she want an iPhone 5 with iOS 6.1.2? anyways, i think you can download iOS 6.1.2 and restore it onto the device even if it shipped with 6.1.3.

Not 100% sure though.

This is incorrect. Apple is no longer signing iOS 6.1.2, therefore it would be impossible to install this version.

Thanks for correcting me, just wondering though, how come it is possible to install iOS 5.x.x by simply downloading it online, is it because Apple still supports it because of older devices that can't run iOS 6?

It depends on which iPhone you got. AFAK iPhone 4 and earlier models can be restored to earlier iOS versions. But you'll need the SHSH blobs for that particular iOS version you want to restore to.
 
If your purchasing over the next couple of weeks it won't have iOS 6.1.3 on a new device. It'll be new stock arriving in store that does not old stock. Display devices are wiped and updated on a regular basis.
