I picked up an Apple III today and brought it home and hooked it up. It doesn’t seem to work properly and a lot of the time the built in floppy drive doesn’t spin up. It also when functioning shows a garbled green screen or simply only green. Are these models known to have specific issues in the motherboard which can explain this behaviour?

I've not worked on many Apple IIIs but reseating socketted ICs is an old sad story on these.

Either press down in the center of each IC to firmly force it 'home' OR, remove each socketted IC and put it in again. See if that works.
