Just saw on CCTV, and ZDNet has article.

In short, instead of full replacement, the owners get a refurbished model with the back plate from original one put on rear of refurbish.

Unlike other countries where consumers will get a refurbished iPhone if their original one is found to be defective during the warranty period, consumers in China--which constitutes Apple's second-largest market globally--get a refurbished iPhone with the back cover from the original phone, according to CCTV. For a new back cover, they need to pay an extra 580 yuan (US$92), it added.

Is Apple being criticized in China, is this an attempt to revenge the USA for blocking access to Huawei and ZTE from entering the US market?
 
China is pissed that people get new back covers in the rest of the world? Boo hoo. This is only done because of China's own laws - if they didn't do it this way it would be classed as a new phone and not a repair.

Maybe if they had the same laws as the rest of the world, they might get the same treatment.

Unfortunately we are tied to this terrible government. The country and its people are great and one can only hope that at some point they are actually free.
