Apple Intelligence stuck on "preparing"

This is the second 15.1 beta I've installed and it's stuck on preparing.
Reboot multiple times. Changed region away from US and back to US. Reboot. Changed Siri voices: no love.

Any tips? How do you do a reset on the activation process?
Is there an address it needs to ping?


Any suggestions appreciated.
 
Same issue on my MacBook Pro 14 running release version of 15.1. Anyone able to solve this?
