Yes, there will be an iPhone5 and it will be Tim Cooks shinning moment.

Apple already introduced iCloud and an iPhone 4s is not a big enough announcement unless it's LTE.

I just hold out hope that Apple kept everything under wraps after the iPhone 4 incident.

To the average consumer there is no difference, to them it's just the next generation iPhone and they will flock to the next generation iPhone no matter what just to look cool.

Most people think the iPhone 4 supports LTE due to the name FYI.
