At first they took my money immediately but it was a pending charge, meaning they just just "held" it. But now it says I have $319 back into my account

. Happened to me i called and asked apple they said that is normal they held the funds for 3 days and the bank released them back to you. You will get charge again on tuesday or wednesday.
