What exactly are they for? I'm lacking space and for some reason this Apple Loop folder is 21 gigs.

do you use garageband, or logic?? that sounds like the complete logic set...
if you DON'T use those apps (or need the loops for those apps, i.e. drumbeats, guitar phrases, etc)... delete.
