I'm selling my 2011 macbook air on craigslist and got a email saying "Apple online will have a refurb with a 128gb SSD next week for $749 with a 1 year warranty" any truth to this? anyone hear of this happening somewhere? Thanks.
 
Not when Apple is currently advertising an 11" 128 flash for $909 and 13" 128 flash for $999. Maybe someone hoping you will email them back saying you will give it to them at that price. Don't see Apple doing that.

I was thinking he probably was just saying that in order for me to match it but than again I might have missed something somewhere saying apple will lower the price next week.

Apple never gives advanced notice of items that will be added to the refurb store. The emailer is lying, in a lame attempt to get you to lower your price.
