Using Apple Mail - doesn't matter if Big Sur or Monterey, when I send an email and say something like

Here is the attachment of the file I'm talking about here:
<I drag the file here and the icon appears here>

But when I send the email, the actual attachment will end up at the bottom of the message. I can easily test this myself with a simple word document. I send it to myself where the icon is inline when I create the email and when I receive that email, it's always at the end after my signature.

How do I make these things always show up where they should - in line where I want them to be?
 
You can’t. It works just like every other email service. Attachments go at the end of the e-mail.

Within Mail, you can uncheck the option for "Always Insert Attachments at End of Message" from the Edit Menu / Attachments. Also, if you Control-click on the file you can select "View in Place" or "View as Icon" depending on what you want to do in each particular instance.
