Apple Mail Troubles

I'm on Mac OSX 10.4 (Tiger). My mail app updated & brought up the keychain dialog box (change all), when I clicked "change all" it locked up. Later, when I finally managed to open the app it kept bringing up the dialog box, so to avoid that I clicked don't change all, naturally that made it where it wouldn't save my passwords. So, I removed all accounts & started over & it still wouldn't save passwords. So, I deleted the com.apple.mail file in Library>Preferences hoping that would work, nope. Now, whenever I load Mail it still gets stuck on the change all screen, because I choose change all otherwise it won't save passwords. AAAK! Can someone please help me?
