Apple Map not working on 6s Plus

My husband restored his 6 plus profile onto his 6s Plus and Apple Map and Find my Friends are not working. The app opens, but the map doesn't show on either apps. He changed to a new 6s plus and it still doesn't work. He set up the 6s Plus as new, and the map is working. He restored the old profile on a different 6 Plus (not s) and map works fine.

Any ideas on what's wrong? Setting up as new isn't a problem, but he doesn't want to loose all his text/imessages.

I had similar issues, looks like restoring from iCloud backups are causing these issues. Somehow the backups are being corrupted or not properly added. So only option I have found is setup as new. He could try and iTunes backup and restore, but that didn't work for me.

I was restoring from iTunes.
