I've been comparing the 41mm and 45mm S7 watch, trying to decide which one I want to keep. I'm leaning towards the 41mm since it is more comfortable, but I noticed some street names are getting cut off while using Apple Map's turn-by-turn directions on the smaller watch.

When street names are shown on two lines, the 45mm shows both lines in full, but the 41mm shows only the top few pixels of the second line, making it nearly impossible to make out the word. Scrolling does not show the rest of the line, it remains cut off. Hopefully this make sense, it might be easier to play along on your watch to see what I mean.

It's almost as if the app was designed for the bigger watch and has trouble rendering/scaling correctly on the smaller watch. Has this always been an issue with the smaller watches in the past, or could this just be a bug with the new watch that will eventually get fixed? (Note: Adjusting the text size in settings has no effect on how big the street names are displayed.)

No, haven't found a solution. It's likely a bug outside of our control. Was hoping it would have been fixed in WatchOS 8.3, but no dice.
